Light UAS Scheme™ (LUASS™) 

European Unmanned Systems Centre (EuroUSC™)

EuroUSC™ the UK CAA Approved Organsiation (DAI/9932/09) for assessing the ‘Airworthiness’ of Light Unmanned Aircraft Systems of 150Kg and below. The Light UAS Scheme (LUASS™) covers the Design, Construction (including functionality of embedded FCS software), Airworthiness, Operation, Pilot/Crew Qualifications and Exemption or Permission to Operate. UAS whose aircraft mass exceeds 150Kg are subject to a different regulatory approach overseen by the European Aviation Safety Agency (EASA).

EuroUSC™ can undertake inspections worldwide issuing Design & Construction Certificates (Airworthiness) in the country of manufacture or operation. Currently these Certificates are valid in:-

• United Kingdom.
• Territories which are under UK CAA remit.
• Countries which have a reciprocal arrangement with the United Kingdom.
• Countries which accept the D&C Certificate as proof of ‘Airworthiness’.

The Light UAS Scheme™ is applicable to:

Light UAS are characterized by a take-off mass of less than 150kg. The Scheme enables light UAS Manufacturers and Operators to meet their legal, regulatory and insurance obligations through a six stage process that takes account of the complexity of the intended UAS operations and the maturity of the organization involved:-

Stage 1 - Register with the Scheme
Stage 2 - Application assessment
Stage 3 - Airworthiness (Design and Construction) Assessment
Stage 4 - Permission for Flight Test
Stage 5 - Flight Test and Pilot/Crew Assessment
Stage 6 - Permission for Aerial Work or Exemption to fly

UAS assessment and Client choices - Clients can have their UAS project assessed by choosing from the following 2 options:-

1. QLS assessment report for Businesses and projects in the early stages of development where your company requires confirmation that the UAS will meet the necessary CAA and other regulatory body requirements then order a QLS assessment report.

EuroUSC's fixed price QLS reports are popular with Clients who wish to save significant future costs in some of their operational and design decisions. The report provides invaluable insights that help ensure operational and design decisions taken at the early stages of projects, do not become expensive mistakes.

A QLS report includes the following:-

Visit to your premises by one or two EuroUSC Inspectors to undertake a mini Form 3 inspection.

Preparation of a short EuroUSC Report by Senior Management covering:-
Outline assessment of Design & Construction of the Unmanned Aircraft System including,-weight, design MTOM and compliance with applicable EuroUSC/CAA standards
Outline review of UAS documentation and assessment of build state.
Clarification of conformity in respect of ANO and CAP722.
Operator obligations.
Marketing - optional outline assessment of potential in key market segments and IPR exploitation.
Insurance issues and recommendations.
Identification of next steps. E-mail EuroUSC to order your QLS Report.

2. Mature Projects requiring a full Design & Construction Certificate for a specific UAS to enable test flight and CAA permission/exemption to perform aerial work then your company will need to Register for LUASS™ by following the instructions given on the Registration Page. A Registration Fee is payable according to the following scale:

The Registration Fee will be invoiced by EuroUSC™ after receipt of the completed Form 1. EuroUSC™ will then prepare a written quotation and Statement of Work (SoW).

Note: Registered Clients will receive a user name and password to the LUASS™ collaborative system.
