CAA Press Release 23rd September 2010 'Mini UAV Aircraft Should Fly with Caution', says CAA - Matt Lee, Head of Regulation Enforcement at the CAA, said: “Anyone thinking of buying a small, unmanned aircraft should be aware that whilst there is a lot of pleasure in flying one, they are not toys and they must be operated legally. In the wrong hands or used irresponsibly in built-up areas, or, too close to other people or property, they represent a very real safety risk. As well as the danger of being physically hit, there is also the chance of other accidents being caused through distraction, for example, if a car driver was to be surprised by something flying towards him. In the past we have seen people seriously injured or even killed by model aircraft and, now that small, unmanned aircraft are becoming more readily available and simpler to fly, we need to avoid any similar incidents.”

Pilot & Crew Qualifications - BNUC™ and BNUC-S™ Certificates - Outline of the Scheme

Pilot/Crew Qualifications (BNUC™)

Basic National UAS Certificate Small Systems (BNUC-S™) was introduced in April 2010 for Small Unmanned Aircraft SUA and is specifically aimed at the operation of aircraft below 20Kg. Even relatively small aircraft in this category have ground based facilities and this is also covered in assessments. This is now the standard qualification accepted by the UK CAA for Small Unmanned Aircraft (SUA) and by the insurance industry.

Basic National UAS Certificate (BNUC™)
The Basic National UAS Certificate was introduced in 2008 and is a basic generic course for Light UAS pilots. It covers specifically the issues related to operating large aircraft plus the wider aspects of operating light UAS in VLOS, ELOS, BLOS and BRLOS scenarios.

Crew/Pilot Training
The Basic National UAS Certificate (BNUC) consists of a Ground School a Flight Test Examination and tuition and training are available to cover both these.

Tuition and Courses are currently held in Central London however other venues will be considered depending on number. A copy of the Ground School Syllabus can be obtained from admin@eurousc.com or on your Client Login webpage.

Flight School
The first dedicated Flight School for the BNUC-S™ Pilot qualification approved by CAA will be available in Autumn 2010 and will cover conventioanl rotary wing aircraft candidates. The first approved Manufacturers course for a fixed wing aircraft, nearing production, will be announced soon.

Welcome to the EuroUSC™ 'Qualified Entity' - main website

The European Unmanned Systems Centre (EuroUSC™) is Europe's leading independent Light UAS Accreditation Specialist for assessing 'Airworthiness & Pilot Qualifications'.

EuroUSC™ is the UK CAA Approved Organisation (DAI/9932/09) for assessing the ‘Airworthiness’ of Light Unmanned Aircraft Systems of 150Kg and below. The Light UAS Scheme™ (LUASS™) covers the Design, Construction (including functionality of embedded FCS software), Airworthiness, Operation, Pilot/Crew Qualifications and Exemption or Permission to operate. In 2004 EuroUSC™ obtained the first approval in the UK for a light UAS to operate from a Civil Airport.

EuroUSC is at the heart of the light UAS revolution in Europe and safety is at the core of everything EuroUSC™ does through its airworthiness approvals and crew qualifications under the Light UAS Scheme (LUASS). Our aim is make the light UAS revolution a reality by assisting Manufacturers, Distributors, Operators and UAS Crew/pilots operate using best practices and recognised standards in an efficient manner.

EuroUSC™ can undertake inspections worldwide issuing Design & Construction Certificates (Airworthiness) in the country of Manufacture or Operation. Currently these Certificates are valid in:-

• United Kingdom.
• Territories which are under UK CAA remit.
• Countries which have a reciprocal arrangement with the United Kingdom.
• Countries which accept the D&C Certificate as proof of ‘Airworthiness’.

The Light UAS Scheme™ is applicable to:

• Manufacturers
• Distributors
• Operators
• Pilots & Crew through the Basic National UAS Certificate
• Flight Training Schools
• End Customers

We also offer Customers to the Industry a readily accessible way to assess their potential or current applications, providing leading edge insight into the most effective and efficient way to gain the most from this emerging industry revolution.

EuroUSC is the only organisation granted Qualified Entity status in the UK and operates the Light UAS Scheme covering Manufacturers, Distributors, Operators and UAS Crew. Its BNUC and BNUC-S Crew/pilot qualifications are the most advanced in Europe.

EuroUSC™ works with many companies and organisations developing practical ways to operate Unmanned Aircraft Systems.  We offer many proven services that when combined provide an excellent base for safe and efficient operations.

The Light UAS Scheme LUASS provides services that support the Civil Aviation Authority (CAA) requirements for design, construction and operational assessment of Light UAS under 150 Kg for flight operations in the UK.

With its solid background in military and civil aircraft operations, EuroUSC has the edge when it comes to understanding the commercial realities of Unmanned Aircraft System (UAS) operations and training.

UAS assessment and Client choices - Clients can have their UAS project assessed by choosing from the following 2 options:-

1. Businesses and Projects in early stages of development where your company requires confirmation that the UAS will meet the necessary CAA and other regulatory body requirements then order a QLS assessment report. Follow link for details

2. Mature Projects requiring a full Design & Construction Certificate for a specific UAS to enable test flight and CAA exemption to perform aerial work then your company will need to Register for LUASS™, by following the instructions given on the Registration Page. A Registration Fee is chargeable - follow link for details.

Note: Registered Clients will receive a user name and password to the LUASS™ collaborative system.
